Can I create a bill of service only?

Yes, you can create.

To create bill of Service:

 Transactions-> Service create the transaction of service.

Then Go to Reports>Day Book. Find the service transaction and select that transaction from Day Book.

After that click on “Print Voucher” button (At the top of the Software page).
